Poké Balls are not prisons/mind control. If they were it would outright contradict the morals the series constantly pushes.
When you "capture" a Pokémon in a ball, it does not capture them in the literal sense, instead them staying in the ball is them choosing to join your team. All Pokémon can exit their ball whenever and all Pokémon could destroy their ball, it has nothing to do with power. Even after you catch a Pokémon, keeping their loyalty is your responsibility and their choice to either remain with you or leave. The Master Ball is the sole exception, it catches any Wild Pokémon without fail, but after catching it's just the same as any other ball which they Pokémon can leave and destroy as they please. What we see with Terapagos lines up with that, he is successfully caught with the Master Ball to become Kieran's Pokémon and even battles against you with an extended health bar with Kieran as his Trainer. It's only after losing to you while he is Kieran's Pokémon that he destroys his Master Ball to become a Wild Pokémon again.
