Giovanni, a ground trainer, runs the polluted gambling downtown area with wide open spaces and roads.
Erika, the grass trainer, runs the small village next to the large forest and spends her time getting high.
Even the names of the towns work for either. Honestly, I can imagine Giovanni was the gym leader of Celadon but after setting up team rocket there he offered the small town gym leader Erika to switch gym locations. He would be much less in the public eye and she rises up to being the star gym leader of the second biggest city in the region. Hell, maybe nobody knows who the Viridian gym leader was is because he never actually arrived to unlock the place after Erika left because he was running Team Rocket. Hell, it's strange that there are originally no grass pokemon in the forest. Erika probably wanted to get away from the poison and bug riddled surrounding area.
