Is there any indication that it was based on the Cu Sith?
I know it's mentioned in some fan-made trivia pages, but they never explain the connection, especially since the Cu Sith is never depicted as a bulldog.

I think a more logical explanation is that they are based on the Kobolds from Wizardry, that game popularized the idea in Japan of Kobolds as humanoids with dog heads.

Kobolds, like Goblins, are part of the fairy creatures.

There is nothing to read. The designer imagined a fairy and designed a Pokémon with typical things associated with fairies like pastel colors and a tutu. That's literally all to it. It's really not that deep. It's a fairy cause it was designed to look like one. If you don't think it looks like a fairy you're just stupid or contrarian.

It’s supposed to be cutesy and whimsical I guess. It was psychic type in an older build, and has the “women are fond of it” lore like Clefairy in Gen 1, so they clearly wanted to imply it was something more mysterious and possibly supernaturally cute than just a regular dog. Almost like a sprite or pixie that incidentally looks like a dog-person.
