So Lake Guardians, Tapus, Treasures of Ruin, and the Lousy Three. The only one here that could realistically get new members is the Treasures of Ruin, which are way too new for this.
That said, that's only thinking about Trios/Quartet sub legends, which is the only group we've seen get expanded like this so far. I feel like, with the obvious exception of the Gen 6 guys, they're not gonna mess with Cover legends. So really, the most likely candidates at this point would be a third member of the Eon or Lunar duo, Eon definitely feels like where they'd go first.
