They made 48 only, because each had to be designed to be a feasible evolution of ages-old design philosophies (Sugi got artist's block attempting to make M-Flygon) while still being new and fit within the tenets of their series and 3D meant everything added to the game needed a new model to display it, given they couldn't just direct battle screens to a folder of PNGs pulling out the correct one for the rolled encounter. But I get it, flashy bangle gimmick that launched the year you found Pokémon did games too.
