I could see it being something like a regional form, convergent species, Paradox form, or Mega form of Arcanine. And before you say anything about Arcanine already having the Hisuian regional form, Meowth has 2, so it's not impossible.
I would say that they would have to alter the colors around a bit to be closer to Arcanine's and look more "fiery", but then again, Charizard X's colors are way different than regular Charizard's and aren't colored like traditional orange, yellow, or red fire, so yeah...
In short, we could very well get an Arcanine looking like this in the future!
