Of other characters like Arven, Penny or Marnie, you can pick out some other elements that make them into a distinct character, but Hop and Nemona you just can't
Even the realization the other anon is talking about is just another thing that is tied to Leon, he is realizing he doesn't want to be Leon2, the realization is still in relation to Leon. There is nothing else about Hop, not even quirky stuff like "Hates spicy food".
If you were to delete Leon from existence, what could you say about Hop?
If you were to delete battling from existence, what could you say about Nemona?
It's fine for a character to be 1-dimensional in the sense that they're very obsessed with something, but when they completely fail to branch out in any other direction to the point where you can't say anything else about them, they're not characters.
