The only mystery surrounding him are the creation of the legendary dogs, but SV suggests the Johto legend was wrong, and the dogs are actually a species like any other pokemon with ancestors. And you can't make ho-oh battle against Lugia, because that isn't even part of their canon. I don't even think they interact with each other at all
