Gen 2 already has a regional for their fire starter
Gen 4 and 5 already have another Pokemon as the regional starters
Gen 6 wouldn't be getting regionals in their home region unless we're getting all Gen 6 starters
Gen 9 is still to new to be recycling one of its starters already
