As for the region, well, Tiksi. We are in classic Russia. You start in classic small village town, your babushka is the one taking care of you, the professor is a guy who is more around the bar rather than the lab because in a cold region, there isn't much movement. Then he needs someone to "help" him with his "investigation", so he gives you a dex and a starter.
While you capture everything near you, you visit other towns, and maybe one that represents modern Moscow as the hub. The bad guys are probably rich folk that are winning money behind the curtains while enabling two rival gangs (a representation of Ukraine vs Russia).
DLC can be the rest of the east. Visit a small chinese city (can be a Frontier) where some guys give you access to normal and H Arcanine. On the other side you have western Turkey, so we have more lore of the world.
That should cover it.
