I don't think they made her the villain because Terapagos is just a turtle that grants wishes, and the paradoxes are simply a result of that, making Sada/Turo the real villains all along, She really got cucked of a proper role in the games, but at least she has the anime and whatever she gets in Masters.
Talking about the design, she's a lady with a huge rack, I think she would be more popular if she was an asshole to you because people want another Lusamine
I find funny how most of the females in Paldea are uselless, I also have complains about they managed Carmine but that is for another thread.
