Skitty does learn Play Rough at a later level. I usually don't use it because one I don't think Delcatty has a problem with Fighting-types at later levels and two it doesn't have 100% accuracy, unlike other attacking options I mentioned. This could work if you want her to have an anti-Fighting-type option, but it is a risky option.
Basically for this kind of moveset, you want one of the Normal-type Stabs I mentioned, 1-2 attacks of another type that I mentioned, and 1-2 of the Utility moves I mentioned.
If you want something more defensive, You can use Attract/Thunder Wave and Double Team to stack statuses on your opponent while you raise your evasiveness. She can learn Cosmic Power but that is usually only through an egg move. One moveset I used in a normal playthrough of XD was
Attract
Body Slam
Sweet Kiss
Double Team
This allowed her to stack Paralysis Infatuation and Confusion on one target, which could effectively disable one enemy in battle while Delcatty and her partner can tag team the other team members.
A special attack-focused Delcatty is possible, but it is heavily reliant on TMS as Skitty doesn't learn any good special attacks naturally. So I don't recommend trying to build one for a campaign.
For abilities, Cute Charm is the best one. Wonder Skin does rarely comes into play and Normalize is detrimental.
Adamant is usually the nature I would go for, She doesn't really need the extra speed boost from Jolly.
Other things to take note of
Delcatty does not learn moves from leveling up ONLY Skitty does, so make sure all the level-up moves you want Skitty to learn have been learned before you evolve her with a moonstone.
In certain games, it is possible for Skitty's ability to change when evolving. Make sure to save before evolving your Skitty and if the ability changes to Normalize then reset the game.
