Wanting to use all the new pokemon to beat the elite 4 the first time is a reasonable expectation, however its an expectation that GSC never set up and even later games don't fully live up to since they have post game Pokemon too. the Johto games get uniquely punished by the pokemon fanbase for this because the're the only one set in two regions and Johto is the only "safe" target for criticism due to being the oldest non Kanto game, meaning its a easy scapegoat.
