Among borts and Gen V players, it's ALWAYS been known that Oshawott is the default normalfag pick.

Emboar is the one that's unpopular both within and without that fanbase. Serperior is the one that's popular outside of the fanbase but everyone knows GayFreak made it suck in-game.

Samurott isn't as ugly as Emboar and is more usable than Serperior, so borties love it. Or maybe they love Oshawott more and just tolerate Samurott.

Serperior is not that strong, it's the Chikorita of Gen 5 learning mostly utility moves.

Emboar is just slower Infernape.

That leaves Samurott as the best pick, decent attacks all around.

That's for the whole line though. Smugleaf was a thing for a while before the Snivy line was fully known, and even continued afterward. Which is to say, people were more curious about Snivy than necessarily fond of Serperior.
