Pokemon automatically learn moves when they level up though and his Roserade is past level 60, he must have went to the move deleter all the time.

I think it's for gameplay mechanics ngl. they didn't give it a choice item probably because his last battle is before the 8th gym, and not even the champion used choice items.
also, lets be real here, he's a dancer, not a proper trainer, of course he's gonna be not the best when it comes to strategy.

Not only that, NPCs having 1-3 moves is actually a good thing, because until GameFreak makes good AI that won't randomly use shitty moves for no reason, limiting their options to ONLY having the best possible moves means the game will be more challenging.
