Shift Crystals are denoted by their levels. A Lvl1 Shift Crystal will boost a single stat by 25 base power with no drawbacks, and a Lvl2 Shift Crystal will boost one stat by 50 base power whilst lowering another stat by 50. The stats affected are denoted by the crystal's name, such as Attack-Shift Crystal (+30 Atk) and Glass-Shift Crystal (+50 Atk, -50 Def). No Lvl2 Shift Crystal can lower your Atk for Sp.Atk and vice versa, and any Shift Crystal that lowers Speed can only raise 2 stats by 25 base power instead of one stat by 50 base power, so it doesn't become too useful for Trick Room Pokemon
Some Shift Crystals are Pokemon specific, typically reserved for weaker Pokemon that need special boosts. One such example would be Pikachu (shocker, I know), who gets the Pika-Shift Crystal that boosts its Atk and Sp.Atk by 30 base power whilst lowering its Def and Sp.Def by 20 base power
It's not perfect, of course, but I think this might be the way to do it, assuming they went this route. Personally I don't think they'd ever do something like this since it'd be very easy for more powerful Pokemon to abuse... but then again when has that ever stopped them?
