You know what made Legends Arceus work for me? The fact that you were in the past. You got to see the Sinnoh Region in a way you haven't seen any other region. The fact that ZA takes place in the modern day singlehandedly cripples the Legends Series. But what was I expecting for a game taking place in the region that crippled the main series?
