Chikorita is hated not because of its design but because it has no offensive presence outside of its own type in a region where half the gyms are strong against it.
It's almost as bad as Gen 1 Charmander, but Charmander at least turns into a cool dragon looking monster (the anime certainly helped too) and not a gay leaf eating dinosaur.

I used Chikorita my first time playing GS, I like Chikorita and it's line as designs, but it just feels unbelievably generic in terms of stat distribution and movepool and playstyle, even for an early gen mon.

I'm happy it will get any form of update at this point.
