Reminder, Game Freak gave raichu a dex entry outright saying "because more people like pikachu, you don't see this pokémon very much" in the same Generation they gave it a regional form. If shit went to stuff that was popular, they wouldn't have given the also-ran shitmon evolution of the franchise a form, but rather just given the mascot and infinitely most popular pokémon in-series a regional form.
But they didn't because Pikachu sells merch, shitmon don't hence turning them into "shitmon but differently coloured" to try and catch a market (cf Vulpix in Gen 6 - no interest, Vulpix but white in Gen 7 - every little girl in Japan wanted A. Rokon toys to be like Rirrie).

I'm not part of the pokémon world, but I would guarantee there's some element of damage to the original/normal type cells which causes them to break down into elementally influenced cells, which would be a mutation. And given it's not a physical effect of the Stone, it must be a chemical reaction.

To be fair, even though I doubt regionals will make it into the game, this is true. If there's anything this game taught us it's that there are no rules. The rules are whatever Game Freak need them to be. Literally as simple as that.

They're not, in those cases the energy given off during the trade reacts with the item and pokémon, like Onix getting electromagnetically powder-coated while traded holding a tub of metal coat(ing). Not everything's radiation, other times it's a reaction to the energy produced.

Eevee's a special case, it's genetic make-up is incredibly volatile, so will react with radiation from all the various element stones. Most others only were affected by certain elementally-infused stones.
