I think, fundamentally, people were so used to Razor Leaf tearing shit up in gen 1 that it not just being the button you click, even after learning it so early, in gen 2 messed with people. That and zoomers NEED everything to have STAB. When people say everything resists Chikorita, they are saying everything resists... Razor leaf. Basically, people get upset when Chikorita isn't some STAB 1 button wonder when even the developers pushed it away from that.
Also, to even put it more into perspective, the TMs it can get: it can learn Giga drain after beating Erika, but that's only 5 more power. SolarBeam before the E4 or at level 61, but that requires sun up.
Meganium is just not an attacker, and if it does, it is using Body Slam or Return or Earthquake.
