Is there any other region with so many dungeons entirely bereft of any pokemon from its respective generation? Even the dungeons that *do* have Sinnoh mons (Iron Island, Stark Mountain) typically only have a single Gen 4 pokemon in them, and even then it's often a stationary encounter or legendary that doesn't reflect the regular encounter table of the dungeon.
