You can choose not to evolve and you can't skip past an evo but you can start as any Pokemon. As in, if you woke up as a Cyndaquil you can't evolve straight into Typhlosion, but you could wake up as a Typhlosion.

Why Thanos didn't turn everyone into Rattatas? Smaller means consume less resources. Less water for taking a shower, less food for eating, less intense light for lighting, less area for living, etc. Much better plan than just killing half the population.
