Literally everyone assumed that Cyndaquil wouldn't be a ZA starter because it was already in Arceus. If not for the Shit Leak and Game Freak choosing 2 johto' starter, Cyndaquil's absence would be a given.
And Tepig was literally the perfect choice, its the one fire starter that's gotten less then Cyndaquil line over the years.
I personally hope Tepig has enjoys its Kalos vacation.
