The teraleak mentioned that AZ’s weapon needs to match Pokemon of the same type to sacrifice life energy in order to bring something back to life. The idea seems to be that fairy was supposed to be a “newly discovered” type in-universe because AZ straight up nearly genocided it. Guy really killed fairies to make megas.

Simple, AZ's machine sucked the fairy out of Clefable but kept it alive because the extraction method was getting more efficient, same with Jigglypuff and so on and so forth
