How did they make a starter trio so bad after PLZA? That was pretty balanced and everyone likes Cyndaquil, Rowlet, and Oshawott.
No one is picking Tepig or Chikorita over Totodile. Ever. Maybe a few contrarians but everyone is going Totodile.

It's not that they are unloved, just that Chikorita along with Totodile and Tepig tagging along is just weird, and people seem to agree that the two are the worst parts.
I don't think the devs expect the two to rank so low.

My theory is they're planning on the next Legends game to be in Kanto & Johto. Doesn't make sense to have regional Johto starters in their own region.
Next game will be Snivy, Litten, and Popplio.

Chikorita and Tepig are two of the starters in most need of a decent, or at least interesting, final evolution, so I'm fine with this providing they're getting regional forms and not just megas.

Actually, that'd be sick and would be a fitting timepiece.
PLA sends us back in time, PLZA is not long after XY, and PL Mew/Celebi could be in the future or alternate reality like you describe.
Would be fitting to return to Kanto/Johto in Gen 10, the Gen of the big anniversary.

High. Any Legends game released between the 30th anniversaries of RG and GS should be set in Johto and at least part of Kanto. It would also wrap up the lore of PLA instead of being a random cut-off point.

It's not that we can't comprehend it, it's just both of them together, along with there already being another Johto starter just makes the line up feel out of touch.
It should have been Snivey and Litten, and then have Chikorita, Tepig and Popplio as the secondary starters like what the Kanto starters were in X/Y.

Totodile's my favorite of the three, but assuming they all get new evolutions makes me more interested in the other two. I don't know what you can go to Feraligatr without overcomplicating it or just ruining his design entirely, whereas Emboar and Meganium have a lot of room for improvement. I'm leaning toward Tepig here- I just want to see what they do with it.

These are trying to do something new with what has come before so I don’t mind that they’re going with some more obscure choices, unless people would rather them go with Charizard, Snivy and Mudkip or something like that. With that being said though, I liked that Arceus gave three completely unique choices and didn’t double up for regions, so personally they should have changed Totodile and kept Chikorita or vice versa. Between the two I think Totodile should have been changed out for something else, maybe Sobble or Piplup
