It's a homage to Dr. Tenma from Astroboy.
After his son Tobio died in a car accident, Tenma built a little robot boy to try to replace him, much like the scientist in Mewtwo Strikes Back tried to clone his daughter after she died.

He only worked with Team Rocket and Giovanni so that he could make a successful clone of his daughter. I suppose he didn't really value the life of any of the cloned Pokemon aside from making progress to create a successful Amber clone and bringing results to Giovanni so he doesn't pull the plug on his whole operation. Don't know if that makes him evil though

Always bugged me. Hate how midwits say it's somehow necessary to understanding the movie when it's a neat side piece at best. It doesn't even explain Mewtwo's motivation like they say because his memory was wiped after Amber died.

Yeah, it was written after the movie in order to provide Mewtwo with some additional backstory. Retards that think it was always part of the plot and not a retconned-in extra aren't worth your time.

In the radio drama Ambertwo says that cloned humans only live for 3-4 years. The reason why Fuji wanted to create Mewtwo beyond creating a strong Pokemon for Giovanni was that Mew's longevity would be the key for making a successful clone of Amber. As long as he still has her DNA then he can create another copy because it's not like the soul of Ambertwo was the same one as the original and Mewtwo's creation would be a breakthrough.
