I saw the anime first, which has a bit of retrofuturist vibes. Now, I just double checked and the pokemon center PC back then didn't have anything analogous to this, so that's evidence it's just a decoration. But I always saw it as like, a vacuum tube sticking out the top, because random vacuum tubes fit the aesthetic of the setting's more advanced technology.
Another legitimate possibility is that it's a webcam, since video calling is ubiquitous in the anime.
