a proper live service pokemon game will have a base region and will start with a medium sized dex, say about 400-500 mons
this will then get expanded through updates/dlcs that add new regions and the rest of the mons

visuals are improved over time if needed since there's only one game being worked on at a time and developers' skills and hardware tech evolve over time
