If I am not wrong, there was this project in Los Angeles where they made public transportation free, as a means to make people more willing to use public transportation. Turns out people started to avoid this transportation method because criminals and other dangerous individuals began to frequent trains and buses, as no one could kick them out since tickets weren't mandatory anymore.
Long story short: Despite these benches being controversal, they might be effective in keeping the social order up.
