You can get him pretty early in SV with the DLC. Probably the best spot to use one, because you can tera away its typing.

as someone who used him in both sapphire and colosseum, it's just not worth it. i feel like even if you enjoy using shitmons, it doesn't really get any chances to make itself useful

well the water filled late game of gen 3 is quite the determent.

I used one in Emerald Seaglass. It can have rocky payload, which sucks a bit but it makes meteor beam very very funny.
I like Magcargo a lot.
