It just makes more sense for the evil team to be a bunch of pirates traveling the seas. It makes more sense for there to be a sharpedo submarine than a camerupt submarine.
It makes sense that there is an ignorant evil team of impulsive dumb asses who ignorantly wants to expand the water in the world than an evil team of scientists who see good in having less of it.
