That's only the case sometimes. The gen 2 starters are not shillmons, you just start with them and they have no major marketing moves or whatever to pump their popularity. Stuff like Greninja and Cinderace can be considered such, but at the expense of the rest of their trio.

Starters weren't shillmons until Gen 6. Shillmons used to be raremons with movies based around them like most mythicals and Lucario and Zoroark.

It's not just that. Lucario was the main selling point of Gen 4. From Gen 3, you had more of a focus on Absol and Deoxys. And in Gen 2, you had Togepi and Pichu.
