The 2nd gen animation of hyper beam is just a ball point bat slowly exiting his mouth so yeah of course it’s weak, but if he pushes it out fast it’s like taking a blunt object softly to the forehead so you’d be hurting a bit.

Pokémon generally feel uncomfortable about harming humans to any serious degree. You seriously thought that Lance, a Champion, just ordered one of his powerful Pokémon, to use a powerful Move, competently unrestrained, in a tiny room, on a human? Then not only that, but then also that the human survived, with the building surviving too?

But realistically, humans are much more durable in universe than in ours. Check the anime. Also Gen 4 confirmed people used to slaughter Pokemon with swords and Legends Arceus proves in game that teenagers can tank Pokemon attacks (even without getting knocked out).

Given that “it’s dangerous to go alone without a pokemon” has been a thing in the games for a long time, and even low level pokemon are posited as being dangerous, it’s plausible to rule out the first two. So, Pokemon must be able to control their power output. Alternatively, there was a battle going on between them that wasn’t animated and the devs were too lazy to clarify it.

I can't believe you people are debating whether or not a living creature can control its strength. Did your parents never play wrestle with you? Most animals learn how to fight from their parents and littermates.
Of course pokemon can control their move strength; it probably comes down more to the trainer being able to reign it in the same way good trainers bring out a pokemon's potential
