Since Team Skull, Yell and Star were just petty criminals and not doomsday cults or insurrection groups, OP's statement is correct.
>>57540512I doubt that modern GameFreak would be able to come up with a believable villain backstory that isn't cliché and lacking. Coming up with villain arcs like those from other franchises, which are praised as impressive mindfuck, requires a profound understanding of what motivates the characters, how those characters interact with others and their surroundings. Not to mention it being consistent and not having too obvious plotholes.
Most villain team leaders have these cartoonish "I want to take over / destroy the world" vibes which you cannot relate to (if you're part of the simple folks). Ironically, Skull, Yell and Star do a better job at this since they tackle real life issues (poverty, hooligans, bullying) despite being comic reliefs.
Finally, judging how much care was put into the latest game entries (at least presentation-wise), GameFreak doesn't really have to try anymore. They realized that being part of a overglorified IP will reward anything they do, no matter how little effort was put into it.
