Who thought this was a good idea? did they just lazily copy/paste the gen 1 encounters or did someone make a conscious decision to make the entire Kanto regions wild Pokemon completely useless? I can only assume it was a deliberate choice considering they did the exact same shit in the remakes after surely seeing people complain about it the first time
