Or since most normal people will have a full party by this point and even little timmy’s let at least one other pokemkn have some EXP by now just use more than one pokemon.
Whitney is hard by Pokémon’s babyshit standards because she’s one of the few bosses were you have to actually think about the game mechanics outside of super effective go burr or press STAB to win, but she was never impossible.
