Gen 4 is pure hubris from start to finish, Sinnoh's entire concept is of superiority and one-upping everything else, which is why its legendaries are the stupid ass creation myth that painted the franchise into a corner until they had to step into the wet paint and leave the super ultra deities in the dust with stuff that lorewise should be much weaker..

Regigigas is the only good legendary in gen 4. Everything else is bullshit that didn't need to exist. It wasn't necessary to create a demiurge or creation deity on their level of scale, that shit just makes the world smaller. At least Gen 5 did something interesting by having the original dragon be from space.

I'd give less credit to XY than you'd think.
Sure, only 3 legendries were created, but that's about 5% of the dex. Only 1% less than BW.
They had to show restrain cuz they didn't add a whole to. If they made 6-10 Legendaries again, the whole dex would've been defined by them.

Design and sense of scale, mostly. Their initial revision wasn’t too far off from Lugia and Ho-Oh, and the jump to what the creation trio were capable was extremely stark in comparison. It didn’t help that the origin forms are ugly as shit compared to the primals and Mega Fug. Also the weather trio have been jacked off and memed to hell and back.

Gen 7 introduced a bunch of story tied legendaries like the tapus, type null, cosmog etc.
Gen 8 had less legendaries of that sort but also introduced DLC pokemon, which means DLC legendaries
Gen 9 has both tapu style legendaries and calyrex style legendaries
