Gen2 was built on the same engine as the first and ran in the same console, GRBY could've been like GSC if Game Freak had known it was possible. Point is, Leafeon was probably made for Gen1, scrapped, considered again for Gen2, then not implemented until Gen4 (Gen3 was skipped because it was originally going to have an entirely new 'dex until then they realized how dumb that was).
