in practice it's just a group of kids adventuring with magical creatures and discovering the world
the last 10-15 episodes of Indigo League always start with the narrator going "Ash is supposed to be training for the pokemon league, but..." and then the episode is always about them discovering something unexpected.
The one episode that somewhat resembles training/being mentored is the one with Bruno.
This is why the GS Ball plot was dropped (also because Tracy The Explorer was fucking annoying in english), it set a concrete goal that put pressure and expectation on the show, same as Terapagos does

that'd be my preference. I'd like a show that's more like Stadium, but I know they would never do it, frankly I'm still in shock they ever made Generations and showed pokemon crying in pain while being bitten.
I know some of the poketoons are character-driven, but they still work because the bulk of each episode is about the pokemon, and the human element only drives emotion towards the ending. Like the Dragonite one is more about how sick Dragonite is, and then also a kid goes to visit his dad too. It works because it's one self-contained story.
