The more that I think about it, the more that I realise that stylistically Hoenn is the best region. It's distinct whilst retaining the gameplay formula. Everything is ordered and purposeful. Think for a moment of every other region and you realise how samey they all feel. Only Hoenn stands out. Sinnoh you could make an argument for its giant Mt. Coronet setpiece, but the rest of the region is very generic Pokemon.
