That's not really what curious means, him being interested in a particular thing (usually related to battling) is not that he's a generally curious person

Also Ash's and Pikachu's whole thing was that they didn't get along at first, while with Roy and Fuecoco it was almost the opposite (it didn't really get along with anyone until it met Roy)
Anyway you're just discussing semantics at this point, I already pointed out that they obviously have similaries because they fall into the Japanese "boy on an adventure" archetype, but that doesn't meant that Ash and Roy are identical
They fill a similar role in a similar anime but they're not the same character
Why on earth would they have made a whole new character that is "exactly like Ash" instead of just using Ash again? Literally just think for a fucking moment, it wouldn't make any sense
