>Normal/BugA silkworm screams this type to me for some reason. Technically we still don't have a silkworm Pokémon that becomes a full-blown silk moth, despite so many bugs that have silk as part of their gimmick (and Frosmoth, who looks like a silk moth). My other thought for this was a harvestman Pokémon with a really outlandish design that barely resembles a bug but is meant to be. Just give it a weird gimmick where it has a ton of arms or something. I've also seen other people suggest it would be a sound-based bug, but I'm kind of tired of normal just being a dumpster for sound-based concepts when sound is a move property that can apply to any type. Plus, if that were the case, why aren't Kriketot/tune Normal/Bug?
Honestly, every other unused type on that list should have been used for an already existing Pokémon or the concept is so obvious that we will eventually be getting it
