I think the only reason why Cynthia is considered the hardest trainer in pokemon is because her highest level pokemon is level 62 while the final gym leaders pokemon is level 50 and I think most players don't want to grind for to long before they take on the elite four so as a result, many trainers fight Cynthia being underlevelled.

She's alot easier if your willing to grind your pokemon up to her level.
