I really like the juxtaposition between the loud, bombastic hardcore elements and her being a shy hikki nerd who is obsessed with Eevees. All Team Star songs were canonically made by Giacomo, so he made the song to represent how he saw Penny (as her alter ego Cassiopeia). It's a good song (in MY opinion) and a great bit of storytelling.

Penny's theme DOES have grating parts that may even seem unfitting for Pokémon, but that's intentional, and I think that's cool. Plus, Penny is from Galar aka Poké UK, and the UK was pretty big into the hardcore scene as well.
