If it was BW Black City I imagine nobody was there because for some godforsaken reason the population decays constantly and you definitely haven't consistently played Black for a decade straight. Thank fuck B2W2 not only changed it to be reasonable, but also added Join Avenue which incentivizes multiplayer much better (even if it is just trading Magnemites).
