Obviously pokemon is not balanced for singles, well even less balanced for it and smogons idea of banning certain things makes sense for a """serious""" format.
BSS due to having all the jank that comes with singles with nothing stopping that ends up very much a super casual format where you tend to run into garbage.

6v6 can repeatedly result in drawn out stupid gamestates very easily, having to select 3 mitigates this immensely.
Whereas when you have six, its much easier to just force switch loops. Team preview+selection allows you to still feel like you are "outskilling" and doesn't make it feel like raw gambling like a theoretical "true 3v3" mode.

A lot
Weavile is a fast ice type with access to stab knock off (the best knock off user in the format just got banned btw) access to priority stab ice shard, stab triple axel, and can be a very good swords dance user
It threatens lando, dragonite (now the premier format threat), great tusk, gliscor, dragapult, clefable etc.
There's not many team archetypes that wouldn't benefit from running a boots triple axel weavile besides hard stall. It's a very good pokemon

One shots almost everything after a couple mons die.
One shots literally everything after a swords dance.
Has access to priority.
Very bulky so a lot of the time he doesn't even have to play the sucker punch minigame.
Useful typing since bulky dark/ghost resists are rare and valuable.

Kingambit alone demands every team have at least 2 answers to him, otherwise he blows past one with tera and sweeps.

People usually run it as a hazard setter
It's ability gives it natural assault vest, so it's stupidly bulky without having to invest an item
Generally it runs whirl wind along side rocks/spikes to fuck up set up pokemon and squeeze damage out of hazards, and ruination allows Ting Lu to be a massive threat to stall pokemon like alolamola
Typically it's seen on balanced teams with either leftovers or boots.
Some people also run rest sleep talk Ting Lu as a hard wall
Generally Ting Lu is mostly threatened by Gliscor and to a lesser extent Weavile. He's pretty decent on both balanced and stall

You EV your Pokemon so Def or SpD are its highest stat by 1, then you use set up moves while Sun is up. When the Sun is up, Protosynthesis/Quark Drive boost the Def/SpD of the user. After using a set up move like Dragon Dance and waiting for Sun to end, Booster Energy will activate and instead boost Atk (or SpA).

Okidogi is basically just super good at killing any slow play not called Okidogi. Tanks inevitably get toxic'd and fall out.
It can casually blowout games pretty consistently and tends to require checks, in OU cause those checks are basically everywhere but in UU the poor OU rejects tend to let him bulk up and then you die.

The difference is that Okidogis issue is more weird specific mons than the "top of the power curve". Yes you can stretch the statement much further, but its a summation of the reason.
Normal OU mons like the birds can check Oki, but that doesn't exist in lower tiers.

Now mind you, half the reason he's so strong is he can also just delete his main issue in tera so don't take my statement as "he'll be giga busted when he comes back".
Tera meta obviously doesn't translate to anything else.

Kyogre is a poorly designed legendary, not because he's bad or anything but because he's too good. Great stats, typing and a weather ability if can fully abuse created in a generation where other legendaries have to use a shit ability like pressure. It just didn't break the game because Blissey and Latias happened to exist too. Powercreep works in Kyogre favor because it's literally only held back by a few Pokémon existing which are much more vulnerable to powercreep than Kyogre himself. That is until Gen 6 where Xerneas just doesn't really care about Kyogre at all and Primal Groudon was a death sentence since it was a god-tier mon that hard counters Kyogre from doing anything. Kyogre became strong again after Primal Groudon was removed in SwSh and since Necrozma made the cut together with Xerneas, Xerneas was much more limited in opportunity so Kyogre shined more there. Now that Xerneas and Primal Groudon are both out there's nothing stopping Kyogre from staying in the top anymore.

Flying type in general is very valuable with Great Tusk, Iron Valiant, Ting Lu, Ogrepon, and Gliscor being some of the most popular pokemon in the format
Moltres is a bulky fire/flying type with a great matchup in to all of those pokemon, and willowisp neuters every physical threat in the format
That combined with access to u-turn, roar, and roost makes moltres a very valuable defensive pokemon with a lot of utility and disruption
Also flame body is fucking cheap
