May, Rosa, and Dawn are all just extremely popular as it is, so they get art regardless, but only the first two get a lot of titty art because that's kind of the image they give off(Game Freak literally gives them big tits let's be real here) while people consider them Dawn popular but not as a titty girl.
Serena just isn't that popular I guess cause like you said XY were so poorly received by autists
Selene and Gloria don't get much titty art because all their art is yuri shit with Lillie/Marnie.
Hell, Hex Maniac technically has more huge tits art than those others but less fanart in total. Cynthia is kind of the opposite, she gets more fanart but less of it is huge titty stuff, though she does get a fair bit of it despite being pretty fucking flat in canon.
So basically how much big titty art a character gets is determined by how popular they are and how much people consider them to be big titty characters in the first place. Hex Maniac is popular and is the off model queen, Selene and Lillie are popular but are flat lolis, Elaine(literally who) is not popular and stays flat, etc etc
