Pokemon was getting stale by gen 4, the shakeup unova brought was undoubtedly needed or else we'd probably get a 4th brock soon after. The only reason why Johto didn't have a brock clone was because it had real brock.

In the anime, I agree, as Roark felt like the 7th Gym Leader or so. Mf even gave Paul a very hard time.
In the games Falkner's nostalgic weight outweighs Roark's competitive weight.

It's an intended gameplay mechanic if anything. They've done it since Red and Blue, like putting Diglett Cave next to Surge's gym. Some TMs are also strategically placed, like putting the Rock Tomb TM before Bugsy's gym in HGSS to "cheese" Scyther. I don't think the "only use the same 6 mons" style everyone does nowadays was ever their main intention.

I don't remember Lenora being hard. If anything Grant from X/Y had a pretty decent team for a second Gym Leader, but he's probably not the hardest either.
