Back then most pokemon were unoptimized generalists who weren't even guaranteed to get STAB by level up. It just that Johtomons are by far the pokemon game freak respects the least, at least out of the early gens so its mons get fucked over the worst by powercreep.
Though Colosseum was not the best showing for them because:
they just ported level up moves from Gen 2. Compare that to FRLG which improved the levels up moves of most Kanto Pokemon.
Reduced TM pool robbed some Pokemon of coverage/power they would have gotten in the MSG
The Shadow Mechanic makes leveling up Pokemon awkward
Battles are overall harder than in the MSG, so the game is less forgiving to weaker mons
Also the Umb/Espeon, Johto Starter, & Legendary Dog/Cat/Gerbil are so good and available soon enough that they overshadow almost everything else. Overall it seems the
