It's just one of those cases where a lot of people subjectively think it's ugly. Doesn't mean there's some video essay analysis explaining what makes it so ugly. It just looks ugly.

Plague doctor flamingo loss aside it’s just an ugly mon. Pre-evo is a simple yet effective design uniting cute traits with edgy undertones, whereas this thing reads more like a sassy theatre kid wearing too much make-up

That said, Spritzee's design and typing didn't inspire much confidence in the line anyway, so it's not as much of a disappointment as the likes of Rolycoly's evolution line.

I'm in the minority the likes Aromatisse but doesn't care for Spritzee. For a while Aromatisse was my #1 favorite Pokemon but then I changed back to Milotic.
